Submitted URLs that are accepted are assigned a sequential Base-36 ID code.

 http://example.com/aa  (aa is the Base-36 ID)

This allows for assigning the shortest ID possible.

Duplicate accepted URLs will have the existing ID returned, in preference
to always assigning the shortest URL possible.
